(It means that only having the capability will not do. One should also have the “Will” to achieve the goal. And thus with a strong will an ant (With inferior capabilities) can keep on moving ahead, but the eagle (With much more superior capabilities) – without any efforts can’t even dream to reach near it’s goal! )
